Abstract

The existence of traditional markets in recent times in Malang City has begun to face threats and it is even feared that more and more traders will experience bankruptcy because they are unable to compete in the face of many shopping centers or modern markets with all the advantages they have. Therefore, the Malang City government through Malang Mayor regulation No. 97 of 2019 concerning the establishment of UPT at the Office of Cooperatives, Industry and Trade by trying to improve the appearance of traditional markets by renovating market buildings continuously to attract buyers to shop at traditional markets. This problem makes researchers interested in researching how the Role of the Department of Industry and Trade in Facilitating Traditional Market Traders in Malang City? The purpose of this study is to describe and analyze the Implementation of the Policy on the Role of the Department of Industry and Trade in Facilitating Traditional Market Traders in Malang City. The usefulness of this research is to make a positive contribution to the scientific characteristics related to the Department of Industry and Trade in facilitating traditional market traders. As an evaluation, as well as recommendations to the government in increasing its attention to traditional markets in the form of appropriate policies. The type of research carried out by researchers is descriptive qualitative with the focus of their research, namely improving the layout of facilities and infrastructure in the market, regulating the traffic of people in the market, improving clean water and waste systems, improving the waste handling system. The informants of this study were the head of the market arrangement section at the Malang City Cooperatives, Industry and Trade Office, traders who sell at the Oro- oro Dowo Malang market and the Oro-oro Dowo market user community. The data collection technique is based on observations, interviews and documentation. The research was conducted in December 2022 located at the Malang City Cooperative, Industry and Display Office and the Oro-oro Dowo traditional market in Malang City. In facilitating traditional market traders carried out by the Department of Industry and Trade Cooperatives through the market revitalization program, it has xv been implemented in a structured manner by arranging the layout of facilities and infrastructure in the market, regulating the distribution of people and goods in the market, improving clean water and waste systems and improving waste handling. As for the problems found by researchers, there are several water sources in the market experiencing problems with water faucet damage and water color changes. Based on the research that has been carried out, researchers can conclude that the role of the Department of Industry Cooperatives and Trade in Facilitating Traditional Market Traders has been carried out well although not as much as possible. This is possible because the Department of Industry and Trade Cooperatives targets many traditional markets to be revitalized and does not focus on one market alone. However, for all facilities in the market, it is the responsibility of the UPT market. Weak performance on the part of market managers such as not paying attention to damage to existing facilities in the market will have a negative impact that has a direct impact on traditional market users.
