Abstract
This research aims to analyse formation of laws and regulations regarding the fulfilment the right for clean water. The primary concern of this study is the community's right to water. The author will make a case in this study describing the issues with how rules and regulations are actually implemented in Indonesian society. The findings of this study show that Indonesia's attempts to complete the right to water and the water law sector still face significant obstacles, especially in light of the vast global ambition
to privatize water, which is contradicts the ideas and efforts in the fulfilment of society's right to clean water.
