Abstract

Public service is an activity or series of activities in order to meet service needs in accordance with laws and regulations for every citizen and resident of goods, services or administrative services provided by public service providers.
The purpose of this study is to describe and analyze the Quality of Public Services of the State Civil Apparatus in Lowokwaru District, Malang City and to describe and analyze the supporting and inhibiting factors of services carried out by the State Civil Superintendents at the Lowokwaru District Office. The results of this study are expected to add new insights and knowledge about the quality of public services in Lowokwaru district, Malang City. The benefits or uses of this research are as an additional reference and literature for students majoring in Public Administration Education.
This research uses qualitative research methods using a descriptive approach with data collection techniques in the form of interviews, observations, and documentation. The techniques used in data analysis are using data collection techniques, data condensation, data presentation, and conclusions. The research location chosen was according to the title of the thesis, namely "Quality of Public Services of the State Civil Apparatus" (Case Study at the Lowokwaru District Office, Malang City, Based on KEPMENPAN Number 63 / KEPMEN / PAN / 7/2003).
The quality of service in Lowokwaru District, Malang City has been effective even though there are still a few problems. The State Civil Apparatus in Lowokwaru district has followed the established rules.
