Abstract

In Law No. 5 of 1960 concerning UUPA regulates the rights that can be owned by the community, one of which is property rights, where property rights are hereditary, strongest and fullest rights that can be transferred due to inheritance. In order to obtain legal certainty, the transfer of ownership rights to land is carried out based on
PP No. 24 of 1997 concerning Land Registration. This research started with the problem that there was a feeling of reluctance by the community to register land because of the emergence of issues related to the cost and the length of time needed. This study uses an empirical juridical approach using a qualitative descriptive method with emphasis on data obtained directly through interviews at the Ponorogo Land Office. The purpose of this study is to provide an overview of the procedure for transferring ownership rights to land due to inheritance that occurred in Ponorogo.
From the data, several things were obtained that supported and hindered the process of transferring land ownership rights that occurred at the Ponorogo District Land
Office, originating from the community or the Land Office itself. In order to increase the provision of services, the PRIORITAS Program was opened to manage the transfer of
ownership rights to land.
