Abstract

In the area of regional autonomy, the regional budget is the most important instrument for regional goverments and gains central position in an effort to develop copability and effectiveness of regional goverment. The regional budget is instrument to determine the regional revenue and expenditure and assist the decision making in relation to development planning, standard determination of performance evaluation, instrument of employees mobilization as well as coordination tool for all activities from various performing units. Therefore, the journal discusses the implementation of regional regulation that regulates the market retribution in order to increase the regional original revenue. The study uses Pasuruan Regency as its location object.
