is capable of actiog as a refotmet and perelc national unitp esablish ao attitude and spirit of sewice-odeated serrtices, shelter, and commuoity empourermeng aad ceating a common vision and dynamics of mindset in implementing the asks of public adminisfiation and development for the redizatioa of good governance. In general the taqet of Education and Trainiog of Civil Sepants in structual positions as stipulated in Governmeot Regulation No. 101 of 2000 was the rcalization of Gvil Servaots who have competeace in accordance vdth the requilements of each position. Lewels of Educatioa and Tnining are requiled to be able to occupy the Structural Position as stipulated in Govemment Regulation No. 101 of 2000. In the era of natiood development tornards globalizatioo today's increasingly urgent eoergy needs would if a diable analysis of public policy. Similady in Malang Rqeocy Governmeat, with the enacrment of the Law on Regional Autoaomy io which apparafi$ at all levels of local govemmenq indudiag here is cerainly Malang Regency Government also required for the more able to improve the petfotmance of appamtus that is completely correct in accordance with national development.
