Abstract

Improving the quality of education, especially for basic education, it is necessary to manage the same management pattern as School Based Management (SBM), because MBS aims to establish or empower schools through the grant of autonomy to schools to manage school resources. Implementation of School Based Management (SBM) is to improve management efficiency and quality and relevance of education in SDN Penanggungan Malang so as to answer the challenges and problems surrounding school management. The objectives to be achieved in this research are: To describe the implementation of School Based Management policy (SBM) in SDN Penanggungan Malang. To describe the implementation of School Based Management policy (SBM) to improve the quality of education in SDN Penanggungan Malang.
This research includes qualitative research with case study design that describes the implementation of school-based management policy in an effort to improve the quality of education of SDN Penanggungan Malang. The case study approach is intended to study intensively about the background of circumstances and the interaction of specific social environments. Research subjects are individuals, groups, institutions, and communities.
Efforts made by SDN Penanggungan Malang include improving the human resources of teachers with KKG activities, principals with KKKS activities, the participation of parents, community and community leaders is also enhanced by making active communication from the school so they can know the school situation. All is done as a hope there is an impact on the quality of school. SBM implementation in SDN Penanggungan Malang positively impact on academic achievement and non-academic although not maximal. Changes to the techniques and methods of learning, namely PAKEM (Active, Creative, Effective, and Enjoyable Learning), students are more daring to ask, more active and creative, and happy to receive lessons without feeling saturated. In conclusion, SBM Policy Implementation in SDN Penanggungan Malang can be implemented although not maximal its implementation. Schools also have the ability to update so that MBS implementation can provide added value for schools.
