Abstract

This article attempts to investigate the strong as well as the weak points of the implementation of government policy regarding INPRES no. 1, 2003 on the acceleration of UU no. 45, 1999 which is related to the formation of central Irian Jaya profince, Western Irian Jaya, Kabupaten Paniai, Kabupaten Timika, Kabupaten Puncak Jaya, and kota Sorong. Besides, it goes through the shortcomings of UU no. 22, 2002 regarding the strategy of regional development.
This study can hopefully provide managerial paradigm on the strategy of regional development further, based on the frame of united Republik Indonesia.
The following are the conclusions of the study:
1. Global competition due to product heterogenity and consumer satisfaction is not to be feared, yet there should be acces to technology and international cooperation. Regional autonomy does not offer automatic solution to development; even hardship might be accountered as constrained by limited region and the unsupporting leadership available.
2. Special autonomy given to Papua Profince provide more proportional fund in order that the underlined regions can make up their shortcommings as compared to other areas.
3. Special autonomy does not guarantie succes provided that the existing leaders remain behaving as racist-structuralist, which rely more on collective decision making rather than on managerial professionalism within the clear organizational structure.
4. UU no. 22, 1999 on regional government is revisited, especially those related to limited areas of autonomy in Kabupaten and Kota which is indipendent to provincial government. Ther is also limited authority and responsibility given so that the co-administrative function of central government has been neglected.
