	bibo:abstract "Penelitian ini menganalisis dinamika konflik pembangunan pabrik semen di Pegunungan Kendeng dengan menggunakan Advocacy Coalition Framework (ACF), khususnya melalui parameter relatif stabil berupa kondisi geografis karst, distribusi sumber daya alam, nilai sosial budaya, serta regulasi dan tata kelola perizinan. Penelitian bertujuan mengungkap bagaimana faktor-faktor struktural tersebut membentuk koalisi aktor, memperkuat pertentangan nilai, dan menciptakan gap antara kebijakan pembangunan dan urgensi perlindungan ekologis. Metode penelitian menggunakan studi literatur berbasis kajian dokumen hukum, siaran pers, data hidrologis, serta sintesis komparatif dari penelitian terdahulu. Temuan menunjukkan bahwa karst Kendeng merupakan ekosistem nonrenewable dengan fungsi hidrologi vital sehingga sangat rentan terhadap eksploitasi industri semen. Ketidakkonsistenan penegakan hukum, terutama pasca putusan MA No. 99/PK/TUN/2016, memperlihatkan adanya ketimpangan kekuasaan antara pemerintah bersama korporasi dan masyarakat lokal. Analisis ACF mengungkap bahwa konflik berlarut disebabkan oleh perbedaan deep core beliefs yaitu masyarakat memaknai tanah air sebagai identitas hidup, sedangkan pemerintah berorientasi pada pertumbuhan ekonomi. Penelitian ini berkontribusi pada studi kebijakan lingkungan dengan memadukan ACF dan ekologi politik untuk menjelaskan akar struktural konflik serta menegaskan perlunya reformasi tata kelola karst, penegakan hukum yang konsisten, dan mekanisme partisipasi publik\r\nyang substantif."^^xsd:string;
