This strongly supports international efforts to look at development comprehensively, by placing the population as the central point of attention. One of the forms of government policy in protecting and prospering the community and monitoring the population is the policy of issuing identity cards. The orderly implementation of population administration is carried out through the issuance of population documents as an effort to register and register civilians. E-KTP documents are generally owned by someone who is over 17 years old and married. This underlies the central government to implement the latest population program, namely the Child Identity Card (KIA) program.  &#13;
The implementation of the Child Identity Card is based on the Regulation  of the Minister of Home Affairs Number 2 of 2016 concerning the Child Identity Card (KIA). The issuance of the KIA aims to improve data collection, protection, and fulfillment of citizens' constitutional rights. KIA has two types, namely identity cards for children aged 0-5 years and 5-17 years. Issuance requirements, for newborn children, KIA will be issued together with the birth certificate. In order to implement this policy, the government stipulates that the issuance of identity documents is carried out at the Occupation and Civil Registration Service. The service of the child identity card program is quite good, shown by the simplicity of procedures, clarity, accuracy, certainty of time and security in carrying out its functions and roles in KIA services at the Malang City Population and Civil Registry Office. However, there are still many people who still do not know the importance of implementing child identity card program services, the obstacle is the lack of participation from people who already have children under the age of 17 that the importance of KIA is made. The Child Identity Card has become one of the important identities for every Indonesia citizen, especially for children under 17 years old. The Occupation and Civil Registration Service has implemented the Identity Card Program services to improve the efficiency and quality of services to its residents. Therefore, in order to find out the effectiveness of  the Child Identity Card (KIA) policy program at the Malang City Population and Civil Registration Office. This study discusses the implementation of child identity card (KIA) program services at the Malang City Population and Civil Registration Office and supporting factors and inhibiting factors that occur in government services in providing KIA (Child Identity Card) services to the community. In this study, a qualitative research method is used with the determination of the research focus based on the level of newness of information obtained from social (field) situations. In this study, purposive sampling techniques are used in sampling. The data sources used in this study are primary sources and secondary sources. The data collection techniques used in this study are observation techniques, interview techniques, and document techniques. To support this research, it was carried out at the Malang City Population and Civil Registration Office. &#13;
The results of the study show that the implementation of the child identity  card program service at the Malang City Population and Civil Registration Office has had various positive impacts, including increasing efficiency in processing population data, reducing queues, and increasing community satisfaction. The supporting factor is the central government which prepares mobile cars to serve the community and is supported by the discipline of employees and the inhibiting factor is that it has not been implemented optimally where the people here do not want to take care of children's identity cards.</mods:abstract><mods:classification authority="lcc">HM Sociology</mods:classification><mods:classification authority="lcc">HN Social history and conditions.
