This is because the community is the owner of tourism potential who has the right to manage and receive benefits so that this can create a sense of ownership, improve community welfare and strengthen institutions. The purpose of writing this thesis is to describe and analyze community participation in the development of tourist villages in Tegalaweru Village, Dau District, Malang Regency and to describe and analyze the driving and inhibiting factors for community participation in developing tourist villages in Tegalweru Village, Dau District, Malang Regency. This research method uses qualitative research methods with data collection techniques through interviews, observation and documentation. The forms of community participation in developing tourist villages in the orange picking tourism of Krajan Hamlet, Tegalweru Village, Dau District, Malang Regency, namely participation of ideas, participation of skills or expertise, participation of energy, participation of property, and participation of money. There are stages of participation in developing a tourist village in Tegalweru Village, Dau District, Malang Regency, namely the stages of planning and decision making, implementation, evaluation and enjoying the results. Driving factors include internal factors such as social conditions, economic conditions and changes in community attitudes and behavior and external factors such as the influence of local government and the surrounding environment.
