In Probolinggo Regency, there are many sand mining activities in the Patalan Village area. Sand itself is a mining material that is classified as class C mineral mining material. Sand is an important mining commodity in infrastructure development. In fact, the Regent of Probolinggo also regulates mining business permits in Probolinggo Regency Regent Regulation Number 4 of 2014 concerning Package System Licensing Services at the Probolinggo Regency Investment and Licensing Office. With this regulation, authority in the licensing and non-licensing fields is delegated to DPMTSP, including sand mining licensing business activities. Even though there is control (supervision) carried out by the Probolinggo Regency Government regarding sand mining activities, there are quite serious issues appearing in the media regarding mining activities in Patalan Village, Wonomerto District, Probolinggo Regency. Starting from the rampant mining excavations which damage the environment due to illegal mining and harm the surrounding community, causing residents of Patalan Village to reject the existence of mining in their area, Violation of illegal mining regulations by not following rules and regulations which do not comply with applicable regulations related to allegations that mining entrepreneurs do not reclamation of damaged land and sand mining activities where fees from mining are still not in line with targets such as there are 10 legal C excavation mines with an average fee paid of only around IDR 10,000,000.00 – 20,000,000.00 million per year, even though the target should be 1 billion rupiah. Then there are still cases of illegal mining in several other villages besides Patalan Village because they do not have mining business permits and reports of persecution of journalists related to illegal mining. This research aims to analyze and define the implementation of the Illegal Sand Mining Policy in Patalan Village. The research method used is descriptive with a qualitative approach. Data was collected through observation, interviews and documentation. The way to carry out data analysis in this research is by using data reduction techniques, data presentation, and drawing conclusions. The results of the research show that the Implementation of the Illegal Sand Mining Policy in Patalan Village. Commitment to the Implementation of the Illegal Sand Mining Policy in Patalan Village shows that there is a need for increased commitment from the local government in establishing the Regional Regulation on People's Mining Areas (WPR) and People's Mining Permits. Regulations and Policies Implementation of the Illegal Sand Mining Policy in Patalan ix Village shows the need for law enforcement against illegal sand mining and optimizing control over mining activities, so that there are fewer illegal mining perpetrators. The resources for implementing the Illegal Sand Mining Policy in Patalan Village from the community, mining entrepreneurs and the Regional Government of Probolinggo Regency have implemented it quite optimally. The supporting factors for illegal sand mining can be seen from the commitment and policies of the Probolinggo Regency Government which are still not enough to deal with illegal mining in its area. Factors inhibiting Illegal Sand Mining The effectiveness of communication between various related parties is very important in implementing the Illegal Sand Mining policy. Oleh karena itu harapannya, dengan komitmen yang kuat, regulasi yang baik, dan alokasi sumber daya yang memadai, pemerintah dapat berhasil mengatasi pertambangan ilegal dan melindungi lingkungan serta masyarakat.Dengan menerapkan saran-saran ini, diharapkan implementasi kebijakan pertambangan pasir illegal di Desa Patalan dapat berjalan lebih efektif dan efisien, sehingga dapat mencapai tujuan yang diharapkan.
