One important aspect of development is quality human resources (HR). In this case, the human resources involved are all levels of society from all groups and groups, including vulnerable groups such as women with disabilities who experience double discrimination, namely as women and as people with disabilities. So that women with disabilities experience various obstacles in expressing themselves, such as the absence of support from the family and surrounding community, the lack of accessibility to activities, and so on. As a vulnerable group in almost all aspects of life, women with disabilities need the government's attention in seeking empowerment for them to create an empowered and independent society. In addition to the government, Community Social Organizations (NGOs) also play a role in efforts to help this goal. Therefore, the Indonesian Women with Disabilities Association (HWDI) Malang City is present as an organization engaged in empowerment and advocacy for the interests of women with disabilities. This research on efforts to empower women with disabilities in the organization of the Indonesian Women with Disabilities Association (HWDI) Malang City aims to describe and analyze efforts to empower women with disabilities as well as supporting and inhibiting factors in the organization of the Indonesian Women with Disabilities Association (HWDI) Malang City. The usefulness of this research is that it is expected to be a contribution to HWDI Malang City as well as government and private parties to further contribute to the empowerment of women with disabilities. This research method uses a qualitative method that emphasizes the descriptive qualitative type. The research location is on Jalan Satsui Tubuh IV No.12, Kebonsari Village, Sukun District, Malang City, as the secretariat of HWDI Malang City. Data collection techniques are by conducting observations, interviews and documentation. Then the data collection technique is carried out by data collection, data reduction / data condensation, data presentation and data verification. Based on the results of the research, the efforts to empower women with disabilities at HWDI Malang City are: First, enabling is done by conducting training in order to increase independence, skills and enable people with disabilities to continue to develop. Second, strengthening is done by providing guidance, direction and motivation in order to build the confidence of women with disabilities. Third, protection is done by advocating the government and related parties to stop ix discrimination against women with disabilities and fulfill the basic needs of persons with disabilities such as education, health and employment or economic welfare. Fourth, support is done by advocating to the government and the private sector to provide support in the form of adequate accessibility to public facilities so that women with disabilities can carry out their activities independently. Fifth, maintenance is carried out by continuing to oversee the advocacy carried out to ensure equality and equal opportunities provided for persons with disabilities and non-disabilities. These efforts have several supporting factors in their implementation, namely adequate accommodation, sufficient budget, presence of assistants, strong regulations and member participation in every activity. However, these efforts also have inhibiting factors, namely a limited budget, inadequate accessibility and discrimination against women with disabilities.
