With the provision of additional income, it should have a positive impact on improving performance, which is realized in the performance achievement report showing a fairly good level of achievement, but in reality there are still many tasks and responsibilities of employees that are not optimal and in accordance with what is expected. This shows that in its implementation, the level of loyalty of employees to the organization must continue to be improved to improve their performance in the implementation of additional income. This research will discuss how the implementation of the additional income policy for civil servants in improving performance in Kauman District and the supporting and inhibiting factors for the implementation of the additional income policy for civil servants in improving performance in Kauman District. This research aims to describe and analyze the implementation of additional civil servant income policies in improving performance in Kauman District, Tulungagung Regency along with the supporting and inhibiting factors for the implementation of additional civil servant income policies in improving performance in Kauman District, Tulungagung Regency. This research is expected to provide benefits for the government, for the community and for readers regarding the implementation of additional civil servant income policies. This research uses a type of qualitative research located in Kauman District. The data collection techniques used were observation, interviews and documentation. The research instrument is the researcher himself and also several research support tools in the form of interview guidelines and other tools. The data analysis used is using the interactive data analysis model according to Miles, Huberman and Saldana. The results showed that the implementation of additional civil servant income policies in improving performance has gone well but is still not optimal. There are supporting factors and inhibiting factors in the implementation of this policy. The supporting factors in the implementation of this policy are communication, resources, and a strong legal basis. While the inhibiting factors are disposition, bureaucratic structure, and infrastructure.
