The government utilizes this technology to improve the quality of public services in accordance with the demands of Law No. 25/2009. E-government is adopted as a solution to provide more effective, efficient and transparent services. The development of egovernment in Indonesia, including in Malang City, is a step to adapt to technological change. Malang City seeks to become a smart city by integrating an electronic-based public service system. Dinoyo Village faces challenges in responding to e-government innovation. The application of technology still needs to be improved through further socialization approaches so that people can understand and utilize e-government services in Dinoyo Village. In the context of public service innovation, Dinoyo Village is faced with two main types of services, namely community administration services and population administration. Although there have been efforts to implement e-government, the community's response to this innovation still needs to be improved. Uneven socialization is one of the obstacles, and the village is committed to increasing the use of electronicbased services. This research has two objectives, namely to describe and analyze the application of e-government in supporting administrative services in Dinoyo Village, as well as its supporting and inhibiting factors. Thus, this research is expected to be useful in developing scientific concepts and theories related to the application of e-government. The resulting model is expected to improve service and community satisfaction. In addition, the research is expected to contribute ideas and input for Dinoyo Village to improve service quality through e-government. This research uses a descriptive qualitative approach to describe and analyze the application of e-government in supporting administrative services in Dinoyo Village. The focus of this research is divided into 2 (two), namely analyzing the application of e-government in supporting administrative services and analyzing what supporting and inhibiting factors exist in the application of e-government in Dinoyo Village. The location of this research is Malang City, with Dinoyo Village as the destination site. The informants of this research are the Head of Dinoyo Village, service sector employees, and service users. Data collection techniques through literature studies, field studies with interviews, observation, and documentation. Data analysis in this study refers to the data analysis proposed by Moleong, where the process consists of data collection, data reduction, and data categorization. The implementation of e-government policy in Dinoyo Village is a dynamic process that is influenced by various indicators. In this context, communication plays a crucial role, with effective information distribution through socialization as an important element. Although previous socialization has been carried out, limitations in the distribution of information become an obstacle in the community's understanding of the implementation of e-government. The clarity of information related to e-government delivered through the official website of Dinoyo Village creates transparency and ease of access for the community. However, the lack of socialization creates ambiguity that hampers the e-government adoption process. Human resources, especially Dinoyo urban village employees, play an important role with their involvement and ability to carry out e-government-related tasks. Even without a special budget allocation, the e-government policy can run smoothly due to the availability of adequate facilities and infrastructure and supported by the official website of Dinoyo Village. The balance between human resources and facilities is the key to successful policy implementation. The good disposition of Kelurahan Dinoyo employees, characterized by their earnestness and enthusiasm for work, contributes to improving the quality of public services, both in online and conventional services. Although e-government aims to improve effectiveness and efficiency, people's preferences for technology vary. However, the friendly and courteous attitude of employees helps to increase public satisfaction. Although SOPs are ideally used as a reference, Dinoyo Village is currently still using the old SOPs and is in the process of maturing to adjust to technological changes. Supporting factors for e-government implementation consist of adequate facilities and infrastructure including hardware, software, and an official website. Employee competence is also key, with sufficient understanding and skills to implement effective e-government policies. However, some inhibiting factors include a lack of socialization that leads to limited information. In addition, the unavailability of updated SOPs is a significant barrier that reduces the effectiveness and efficiency of e-government implementation.
