Economic recovery efforts to develop the potential and role of women in all dimensions of life, especially women's empowerment through increasing the ability of women. The purpose of this study is to describe and analyze how and what obstacles are the implementation of the policy for Empowering Women Victims of Violence at the Office of Women's Empowerment, Child Protection and Population (DP3AK) of East Java Province. The method used in this research is qualitative which is described in detail through interviews with informants. This research uses the empowerment theory of the Participatory Rural Appraisal (PRA) model. Which consists of Exploration / Introduction of Activities, Activity Planning, Activity Monitoring, Activity Implementation / Organization, and Activity Evaluation. There are 2 types of data sources, namely primary data sources and secondary data sources. The data is analyzed descriptively qualitatively, namely by the way, the data that has been obtained from the results of observations, interviews, and documentation is processed properly into a set of information that can obtain conclusions. The results showed that the implementation of the policy of empowering women victims of violence based on Governor Regulation Number 72 of 2023 at the Office of Women's Empowerment, Child Protection and Population (DP3AK) of East Java Province has run smoothly and fulfills 5 indicators of policy implementation starting from exploration / introduction, planning, monitoring, implementation and evaluation showing positive things. The inhibiting factors for the implementation of policies to empower women victims of violence are the shallow stages of monitoring and evaluation of activities, openness in coordination in equal distribution of information in decision making, limited activity budgets are a significant obstacle, the limited authority of the DP3AK of East Java Province in determining targets, and training participants not in accordance with the criteria are obstacles to achieving training objectives In the future, it is hoped that the leadership will be able to pay attention to any shortcomings at every stage of implementing activities to empower women victims of violence %Z Iga Wahyudi Firmansyah NIM: 23072000012
