The use of Village Funds in 2019 is prioritized for two things, namely development and empowerment, which are stipulated in Village Minister Regulation Number 16 of 2018 concerning Priority for the Use of Village Funds 2019. In addition to the existence of this Ministerial Regulation, the Government hopes that the use of Village Funds for 2019 will be more directed to carry out activities empowerment for local economic development, considering that since its launch in 2015 it has been maximized for development activities. Kalisongo Village is administratively included in Dau Subdistrict, Malang Regency, and has a population of 8,206 people, with 4,183 men and 4,013 women. The economy of the Kalisongo Village community is classified as middle to lower class, with the majority working as factory workers and unskilled laborers. Has natural potential in agriculture and plantations. Therefore, the use of the 2019 Village Fund in Kalisongo Village should be focused on community empowerment activities and the development of local economic potential. However, the use of the 2019 Village Fund in Kalisongo Village for the aspect of empowerment is still low and is only manifested in community health empowerment and child education activities. This research was conducted with the aim of describing and analyzing the implementation of community empowerment based on the 2019 Village Fund in Kalisongo Village, along with the factors that influence it. As for the benefits of this research, among others, the academic benefits are to become reading material and reference on how to implement the community empowerment program in Kalisongo Village. Practical Benefits, with this research it is hoped that the Kalisongo Village Government can make it a study and evaluation material to design and implement a better community empowerment program in Kalisongo Village in the future and provide an understanding to researchers about how to implement the 2019 Village Fund-based community empowerment program that has been carried out. by the government of Kalisongo Village, Dau District, Malang Regency. Given the purpose behind this research is to describe the implementation of community empowerment based on the Village Fund in 2019, the qualitative descriptive method is the choice for researchers to use as a type of research. Then this research took place in Kalisongo Village, Dau District, Malang Regency and the Kalisongo Village Government. With the hope that the researcher can capture a portrait of the objective condition of the research location that is related to the focus of the research, the researcher chooses the core interview informants from the Kalisongo Village Government apparatus and the supporting informants from Kalisongo Village residents who are involved or have a connection with the implementation of community empowerment activities. Based on the results of interviews and observations on data obtained from research locations related to the Implementation of Village Fund-Based Community Empowerment in 2019. Tells the researcher on a result that the implementation of village fund-based community empowerment in 2019 in Kalisongo Village was carried out by first planning activities that refer to the Plan Village Medium Term Development and the results of deliberations between the Village Government, Village Consultative Body and Community / Village Community Institutions which are then outlined in the Village Government Work Plan and the Village Budget. From the planning process 3 Village Fund-based empowerment activities were produced and carried out, namely, Family Planning Counseling and training, Support for the implementation of Integrated Service Post activities, Support for the provision of child education. By absorbing a budget of 93,424,000 rupiah, or around 10.7% of the 2019 Village Fund Ceiling, added with the remaining budget calculation for the previous year. Apart from that, there are cash-intensive activities which include empowerment activities by absorbing 170,020,000 rupiah or around 19.4%. Then in the implementation of activities involving residents as part of the implementer in the form of an Activity Implementation Team. And from the whole empowerment process, there are 4 influencing factors, namely, Communication, Disposition, Resources and Bureaucratic Structure. %Z Fahmi Maulana Burhan NIM : 14310030
