The government is trying to reduce poverty by launching various poverty alleviation programs. One of them is through the Village Fund, which is a fund sourced from the APBN which is transferred through the Regency or City APBD and is intended for community empowerment and the welfare of the community. The Village Fund is intended for villagers to improve their standard of living, have a decent life, and develop their potential through empowerment. The implementation of the Village Fund program is also regulated by the Ministry of Villages, Development of Disadvantaged Areas, and Transmigration in the Regulation of the Minister of Villages, Development of Disadvantaged Areas, and Transmigration No. 11 of 2019 concerning Priority for the Use of Village Funds in 2020 is stipulated so that the implementation of Village Fund distribution can be carried out in a directed and on target manner and is able to prosper the community. The use of the Village Fund as an effort to reduce poverty and improve the standard of living of humans. Where every Village Fund implementation must be precisely targeted and in accordance with what the true objectives of the Village Fund are. The government regulates and issues empowerment-based poverty alleviation programs in order to reduce the poverty rate that occurs in Indonesia. community empowerment is an effort to build community capacity, by encouraging, motivating, raising awareness of the potential that is owned and trying to develop that potential into concrete actions. The purpose of this study is to describe and analyze the implementation of the Village Fund Program in Ngembul Village, Binangun District, Blitar Regency. The purpose of this research is to contribute ideas and theories about the implementation of public policies through program intervention and community participation. The research method used is descriptive qualitative research. The techniques used in data collection are interviews, observation, and documents. The technique used in data analysis is using data reduction techniques, data presentation, and drawing conclusions. The research location chosen is according to the title of the thesis, namely: "Implementation of the Village Fund Program (Case Study in Ngembul Village, Binangun District, Blitar Regency based on the Regulation of the Minister of Villages, Development of Disadvantaged Areas. And Transmigration No. 11 of 2019 concerning Priority for the Use of Village Funds". The results of the study show that the implementation of the Village Fund Program in Ngembul Village has been going well, but there are still some problems that occur in its implementation.
