The task of this society service written on Constitution ofRepublic Indonesia 1945, the details in fourth paragraph that is explain, “Toprotect the whole people of Indonesia and the entire homeland of Indonesia, andin order to advance general prosperity, to develop the nation’s intellectual life, andto contribute to the implementation of a world order based on freedom, lastingpeace and social justice”. In the government institute that has an orientation togeneral prosperity, public service is an important part. The service means anactivity to serve someone’s needs that has important needs in the organization orgovernment institute. The Public Service is activity or activity combination withinfulfill service needs based on regulation for every citizens and society on serviceand goods and/or administrative service that provide by public serviceorganization. The meaning of public is a people or society and related withinfluence the country, state, or community. The Public is always opposite withprivate institution such as in the public company or certain road. The servicequality is the factor determines to protect continuity of bureaucracy governmentorganization or company organization. The good service and appropriate forcustomer needs, those are important to create customer satisfaction. The purpose of this research is to describe and analyze the state civilapparatus (ASN) effort to give service for society in General Department ofSecretariat Malang City Region. The function of this research is to givecontribution and theories about Public Service, Standard or Public Service, TheKinds of Apparatus, and to know the effort of State Civil Apparatus to giveservice for society.The method of this research is qualitative research. The qualitativeresearch is a research related by research that has descriptive characteristic andinclined used analysis. The technic that used to collect data are interview, observe,and document. The technic that used in data analysis are reduction data, presentdata, and conclusion draw. The research location chosen as the tittle of thisresearch is ““The State Civil Apparatus (ASN) Effort to Give Service for Society”(Case study in General Department of Secretariat Malang City Region).The result of this research show that The Effort of State Civil Apparatus toGive Service for Society already work good, however the researcher still foundsome obstacles in the implementation"^^xsd:string;
