Finish thisresearch with the tittle ?THE STATE CIVIL APPARATUS (ASN) EFFORT TO GIVE SERVICE FOR SOCIETY? (Case study in General Department of Secretariat Malang City Region). State Civil Apparatus (ASN) is a profession to do task and responsibility to serve society. The task of this society service written on Constitution of Republic Indonesia 1945, the details in fourth paragraph that is explain, ?To protect the whole people of Indonesia and the entire homeland of Indonesia, and in order to advance general prosperity, to develop the nation?s intellectual life, and to contribute to the implementation of a world order based on freedom, lasting peace and social justice?. In the government institute that has an orientation to general prosperity, public service is an important part. The service means an activity to serve someone?s needs that has important needs in the organization or government institute. The Public Service is activity or activity combination within fulfill service needs based on regulation for every citizens and society on service and goods and/or administrative service that provide by public service organization. The meaning of public is a people or society and related with influence the country, state, or community. The Public is always opposite with private institution such as in the public company or certain road. The service quality is the factor determines to protect continuity of bureaucracy government organization or company organization. The good service and appropriate for customer needs, those are important to create customer satisfaction. The purpose of this research is to describe and analyze the state civil apparatus (ASN) effort to give service for society in General Department of Secretariat Malang City Region. The function of this research is to give contribution and theories about Public Service, Standard or Public Service, The Kinds of Apparatus, and to know the effort of State Civil Apparatus to give service for society. The method of this research is qualitative research. The qualitative research is a research related by research that has descriptive characteristic and inclined used analysis. The technic that used to collect data are interview, observe, and document. The technic that used in data analysis are reduction data, present data, and conclusion draw. The research location chosen as the tittle of this research is ??The State Civil Apparatus (ASN) Effort to Give Service for Society? (Case study in General Department of Secretariat Malang City Region). The result of this research show that The Effort of State Civil Apparatus to Give Service for Society already work good, however the researcher still found some obstacles in the implementation.
