The research employs a quantitative descriptive approach, utilizing secondary data from 111 Budget Realization Reports (BRR) through a census method. Data analysis methods include descriptive analysis, Generalized Structured Component Analysis (GSCA), hypothesis testing, and mediation analysis. Five key themes emerged from the study: firstly, a description of central government transfer funds, fiscal autonomy, capital expenditure, and economic growth; secondly, the positive and significant influence of central government transfer funds and fiscal autonomy on capital expenditure; thirdly, the significant impact of central government transfer funds and fiscal autonomy on local economic growth; fourthly, capital expenditure leading to regional economic growth; and fifthly, capital expenditure mediating the relationship between central government transfer funds, fiscal autonomy, and economic growth in the East Java Regional Government. Therefore, government entities should intensify efforts in budget management to maximize regional autonomy by continuously adding sustainable assets.
