Almost all communities in that area are unwilling to move even though they are aware of the potential for flooding. This study aims to: 1) develop knowledge and understanding of community-based &#13;
flood risk management in Malang City, Indonesia; 2) assess the cost effectiveness of the flood risk management; 3) develop a framework for building community-based flood risk management. This study used a mixed method combining quantitative and qualitative approaches. The results show &#13;
that the understanding of the flood risk and the potency of flood emergency response of the local government significantly influence building community-based flood risk management system. This system can reduce the flood risk up to 30% compared to before the implementation of that system, and provides direct financial benefits.
