description: The purpose of this study was to investigate the effect of regional original income, balancing funds and demographic on flypaper effect. An explanatory research work was used with sampling method on 38 cities in East Java Province. Analysis techniques were carried out using path analysis. The results of the study show that regional original income, balancing funds, and demographics influenced on government expenditures. Regional original income and balancing funds affected the flypaper effect. Demographics had no effect on the flypaper effect. The government expenditure affected on the flypaper effect. Regional original income and balancing funds affected the flypaper effect through government expenditure. Demographics did not provide an effect to the flypaper through the government expenditure.
