An explanatory research work was used with sampling method on 38 cities in East Java Province. Analysis techniques were carried out using path analysis. The results of the study show that regional original income, balancing funds, and demographics influenced on government expenditures. Regional original income and balancing funds affected the flypaper effect. Demographics had no effect on the flypaper effect. The government expenditure affected on the flypaper effect. Regional original income and balancing funds affected the flypaper effect through government expenditure.
