        abstract = {The purpose of this study is to examine the role of a public participation forum called the Forum Komunikasi Pemerhati (FKP) of LPP RRI in supervising and evaluating the broadcasting and media management of LPP RRI. This is done because RRI's public character as a public service broadcast radio must place the public as citizens, active participants both in the process of planning and organizing broadcast program content as well as media institutional governance. This qualitative research uses observation, interview and document search techniques to collect research data. The informants of this study were members of the Supervisory Board of the LPP RRI, the Head of the Broadcast Section, several staff of RRI Malang, and all members of the Forum Komunikasi Pemerhati (FKP) of RRI Malang. This study found that the role of the organization in carrying out its function of public participation did no perform well. This due to several factors such as structural constraints dan its poor human resources quality. Structural constraints arise as a result of LPP RRI's centralized broadcast management governance. Another obstacle is the legal structure of the LPP RRI institution as stated in the Broadcasting Law 32/2002 which needs to be revised to ensure the public character of the institution in carrying out its ideal function as a public service broadcasting institution.},
