N2  - In the attempt of attacking poverty, this effort should be positioned as national movement involving all parties government, business actors, universities, social organizations, and NGOs. In this case, in an attempt of attacking structural poverty caused by economy crisis, Urban Poverty Attacking Project (p2KP) was implemented. P2KP was executed to speed up the effort of attacking poverty, not reactive in nature to the emergency due to economic crisis, but strategic since in this activity the principle of community institutionalization that strengthen the development of Social Capital was applied. Enforcing non-profit organization in from of Community Self-supporting Organization (BKM), the organizational institutions that become the poor forum for struggle in sounding their own aspirations and demands is expected to be established.
