Abstract

Autonomy releases authority to region to manage and regulate all administrative matters. Region has the authority to make local policy to provide services, increase participation,
and community empowerment initiative which is aimed to improve people's welfare. One indication of the ability to implement the principle of local autonomy is the attempt to
raise revenue (PAD). One component of development support in particular to increase the local revenue is a Regional-Owned Enterprises or better known as the Local Company. But reality shows that the management of local enterprises are so far covered a variety of issues, among others: poor management, staffing problems, and too much interference of local officials. These such problemshave caused many local companies run inefficiently.
